State Department for Parliamentary Affairs Directorates

The State Department is mandated to coordinate National Government legislative agenda across all Ministries and State Departments in consultation with, and for transmission to the Party/Coalition Leaders in Parliament; and Coordinate the formulation and review of National policies. The State Department comprises of three (3) Directorates, namely: Legislative and Parliamentary Affairs; Policy Coordination and Strategy; and Administration Directorate.

The Directorate is headed by Secretary. It is responsible for co-ordinating the identification, prioritization and enactment of policies and legislation necessary to achieve the national development Agenda. It also facilitates seamless interaction between the Executive and Parliament to ensure effective and harmonious dis- patch of Government business in Parliament.

The functions of the Legislative & Parliamentary Affairs Directorate are to: 

  • Co-ordinate MDAs and liaise with Parliament to initiate, monitor and facilitate realization of the National Government Legislative Agenda;
  • Develop a framework for the identification and development of priority legislation in line with the National Government Development agenda;
  • Develop and review Guidelines for the processes for development of national legislation;
  • Establish the Legislative Agenda Information Tracking System;
  • Develop and review the legislative drafting tool;
  • Develop, operationalize and review the Parliamentary Liaison Framework;
  • Co-ordinate and track the legislative development process;
  • Facilitate seamless interaction between the Executive and Parliament to ensure effective and harmonious dispatch of Government business in Parliament;
  • Co-ordinate the Executive’s response to Parliamentary enquiries; and
  • Co-ordinate parliamentary liaison services across MDAs.

The Directorate has two divisions, namely:
1. Legislative Affairs Division.
The Division is headed by a Director and its functions entail;

  • Coordinating MDAs and Liaising with the Parliament to initiate, monitor and facilitate realization of the National Government legislative agenda;
  • Developing a framework for the identification and development of priority legislation in line with the National Government Development agenda;
  • Providing guidance and tracking legislative development process to MDAs;
  • Facilitating seamless interaction between the Executive and the Legislature to ensure effective and harmonious execution of government business in Parliament;
  • Apprising Parliament on Government affairs and coordinate the Executive’s response to Parliamentary enquiries and petitions;
  • Coordinating the provision of legal guidance to the Office of the Prime Cabinet Secretary; and
  • Tracking the implementation of corporate governance, legal and regulatory matters in MDAs.

2. Parliamentary Affairs Division.
The Division is headed by a Director and its functions entail;

  • Liaising with relevant institutions on preparation and implementation of local and International agreements and contracts on legislative and parliamentary matters;
  • Assessing the nature of Parliamentary enquiries and statements and ensure implementations of commitment made by MDAs;
  • Assessing the commitments made by MDAs to Parliament and ensure implementation;
  • Monitoring the development, implementation and review of legislative agenda process in MDAs;
  • Coordinating parliamentary liaison services across MDAs; and
  • Coordinating MDAs and other relevant institutions on capacity building and development on legislative and parliamentary affairs.

The Directorate is headed by Secretary. It is responsible for coordinating prioritization and formulation and tracking the implementation of policies across MDAs towards achievement of the national development agenda.

The functions of the Policy Co-ordination and Strategy Directorate are to:

  • Co-ordinate the identification, prioritization and formulation of policies by MDAs to achieve the national development agenda;
  • Collaborate with MDAs and other relevant institutions to build capacity on policy making process;
  • Ensure MDAs comply to constitutional requirement on public participation and stakeholder involvement in public policy formulation;
  • Establish fora for Government, private sector and other key stakeholders on emerging socio-economic issues for policy interventions;
  • Collaborate with relevant institutions on research and analysis on emerging issues of policy intervention;
  • Develop and maintain Policy Tracking Information System;
  • Provide policy advisory on implementation of national development agenda; and
  • Monitor and evaluate implementation of the national government policies.

The Directorate has two divisions which include:

The Division is headed by a Director and its functions entail;

  • Providing guidance in the identification, prioritization and formulation of policies by MDAs necessary to achieve the national development agenda;
  • Collaborating with MDAs and other relevant institutions to build capacity on policy making process;
  • Monitoring compliance of MDAs to constitutional requirement on public participation and stakeholder involvement in public policy formulation; and
  • Identifying fora for Government, private sector and other key stakeholders on emerging   socio-economic issues for policy interventions.

2. Policy Analysis and Advisory Division.
The Division is headed by a Director and its functions entail;

  • Identifying and collaborating with relevant institutions on research and analysis on emerging issues of policy intervention;
  • Providing policy advisory on implementation of national development agenda;
  • Coordinating and tracking policy making process in all MDAs; and
  • Monitoring and evaluating implementation of the National Government Policies.

Administration facilitates all operations of Shared services in the State Department under the guidance of the Principal Secretary.

The Directorate is headed by Secretary, Administration. 

The functions of the Directorate entails:

  • Promotion of Statehood and Nationhood;
  • General administration;
  • Office management;
  • Responding to Parliamentary business;
  • Preparation of reports, speeches and briefs;
  • Customer care;
  • Implementation and follow ups of Presidential directives with respective sectors;
  • Inter-ministerial liaison;
  • Promotion of ethics and integrity;
  • Management of public resources and assets; and
  • Promotion of good governance
