The mandate of the State Department is articulated in the Executive Order No. 2 of November, 2023, and stipulates the following functions:

• Co-ordinate the identification, prioritization and enactment of policies and legislation necessary to achieve the national development Agenda;
• Provide timely guidance and direction on the appropriate measures to be undertaken to address challenges constraining the realization of the legal framework, necessary to achieve the national government development Agenda;
• Oversight to ensure public participation and the involvement of other stakeholders in the development of policies and legislation by MDAs;
• Monitor and evaluate the progress of policy and legislative initiatives for the timely realization of the government development agenda;
• Coordination of parliamentary liaison services across MDAs;
• Facilitate seamless interaction between the Executive and Parliament to ensure effective and harmonious dis- patch of Government business in Parliament;
• Collaborate with MDAs and other relevant institutions to build capacity on policy and legislation making processes and parliamentary liaison; and
• Collaborate with Parliament to enhance accountability of MDAs.
